Cambodia’s Ministry of Foreign Affairs has formally protested what it described as an unauthorized visit led by Thai military intelligence within Cambodian territory, characterizing the incident as a violation of sovereignty and territorial integrity. While Thailand’s explanation and operational intent remain important for a full legal assessment, the episode demonstrates how quickly law-enforcement activities can intersect with core principles of international order.

An unauthorized military or security presence, even when presented as investigative or intelligence-related, may be interpreted as inconsistent with this norm unless clear consent has been granted by the territorial state.
